The governor Carlos Massa Ratinho Junior inaugurated this Thursday (10) the Nelson Buffara viaduct, at the entrance of Paranaguá, where the BR-277 is divided between the avenues Ayrton Senna and Bento Rocha. The work is considered fundamental to improve the heavy traffic of the region and expedite the movement of cargoes towards the port of Paranaguá.
The investment of the public company Portos do Paraná was R $ 12.7 million. “It is an extremely important investment for the logistics of the port and the city of Paranaguá,” said the governor. “Paranaguá is the place where the production and business generated in Paraná is moved. If the city is not doing well, it disrupts agribusiness and industry. On the other hand, if it works, it leverages all state production, ”said Ratinho Junior.
By facilitating the transit, the work also contributes to the expectation of cargo handling growth in the port – already more than 50 million tons per year and the forecast is to exceed 80 million in the medium term.
The structure, stressed the governor, is part of the medium and long term planning for the Coast. “We spent a few decades without planning on the coast. Now the Ports of Parana look out to sea and land. “
According to the Secretary of State for Infrastructure and Logistics, Sandro Alex, the viaduct is the first of countless important works that are currently being prepared by executive projects. “It will be a new cycle of infrastructure investments in the Paraná Coast,” he added.
SAVED LIVES AND LIVES – According to Fernando Furiatti, CEO of the Paraná Department of Highways (DER-PR), the new viaduct represents the end of a historical problem at the entrance of Paranaguá. “We even had five kilometers of congestion on BR-277. There have been 250 accidents in recent years. This viaduct should clear the number of victims, ”he said. The stretch receives more than 400,000 trucks per year, which represents about 120,000 tons of cargo.
The CEO of the public company Portos do Paraná, Luiz Fernando Garcia, added that there will also be efficiency gains in the short term. “We eliminated inefficiencies on arrival and departure of trucks. We have Santa Catarina and Santos ports as competitors, so any extra dollars are thrown into the logistics matrix and we lose opportunities, ”he said.
THE STRUCTURE – The viaduct is 906 meters long and includes a main arrival and departure line and access to its surroundings. It is 6 meters high and over 7 meters wide.
The investment of R $ 12.7 million included earthmoving, paving, drainage and current works of art, special artwork, vertical and horizontal signage, provisional signage and complementary services. The works began in July 2018 and were executed by DER-PR.
TRIBUTE – The name of the viaduct is a tribute to former alderman and former state deputy Nelson Buffara, who was five consecutive legislatures in the Legislative Assembly.
ATTENDANCE – Present at the inauguration were the mayor of Paranaguá, Marcelo Roque, and the deputy mayor, Arnaldo Maranhão; the mayor of Paranaguá, Waldir Leite; state deputies Nelson Justus, Artagão Júnior, Alexandre Curi, Marcel Micheletto and Galo; as well as mayors, councilors and family members of Nelson Buffara.
Ayrton Senna Avenue Executive Engineering Project is already hired
The State Government has also authorized the hiring of the executive engineering project for restoration and capacity expansion of Avenida Ayrton Senna da Silva, one of the main accesses to the Port of Paranaguá. The revitalization of the route increases the export flow capacity.
The executive project foresees road modernization, increased traffic and accessibility capacities, as well as a bike path and lighting of eight kilometers in length between the junction with the BR-277 and the port of Paranaguá. The maximum cost for elaboration is R $ 3.3 million.
The Directorate of Engineering and Maintenance of Ports of Paraná already analyzes the technical proposals that compete to develop the executive project. The first bidding envelopes, in the form of public tender by technique and price, were opened in June. Twelve engineering companies or consortia submitted the documents at this stage.
After the technical analysis, not yet dated, the Standing Committee on Bidding and Registration meets to open the envelopes containing the price proposals. Only after price and technical analysis will the number three (enabling) envelopes be opened. The company that wins will have eight months to complete the work.
Avenida Bento Rocha will have investment of R $ 15.9 million
Another investment is the restoration of Avenida Bento Rocha (from the Emboguaçu River bridge to Avenida Portuária), an important access road to Paranaguá Port. Investments total R $ 15.9 million and include concrete paving, rehabilitation of the drainage system, new vertical and horizontal signage and a new 2.9 km long bike lane.
TRAPICHES – The State Government has already authorized the bidding for the repair and improvement works of the Encantadas and Nova Brasília waterfronts on Ilha do Mel. The trapiches are part of a set of 14 structures with projects funded by the Ports of Paraná: nine will be renovated and five will be built.
Export Corridor will be revitalized
It will also undergo revitalization of the Paranaguá Port Export Corridor, a system through which grains and bran are handled. The structure was built in the 1970s.
The basic project for the works will be the basis for the executive project and the works that will increase grain and bran shipping capacity through the Corridor’s three exclusive cradles by 33%.
The objective of the investment is to develop a new system, so that the current productivity of 3 thousand tons / hour per cradle becomes 4 thousand tons / hour. To this end, the project includes six new conveyor belts and the acquisition of new electromechanical equipment.
